Kasetsu jitaku - container housing - was one of the great helps to the Kansai area after their earthquake, and more recently here in Japan. If I understand correctly, there is a factory that crunches these containers out, so that setting them up amounts to providing a footing and utility connections. They are half-containers, I believe - some standard size, anyway. Of course, they are Japanese housing, so the furu and kitchen aren't quite US standard, but...
It seems to make sense to ask Japan to load a container ship and send it to the Louisiana/Mississippi area. By the time the containers got there, the pads could be set up, and at least people would have some housing.
It just seems like something that we could do.
