Where are those languages?

When my previous computer was eaten by a virus, we set out to acquire a newer, better computer. And we got Vista, since everything seems to be headed that way. But I do need English and Japanese, if possible.
Not knowing any better, we got Vista Business (after all Windows XP Business had multiple languages, so that's probably what we need in Vista, right?). However, when the system was in hand, and I started poking around, no multiple languages. Sufficient hunting on the web indicated Ultimate was the answer.
So we ordered Ultimate. And it came in last week, in the middle of many crises, so I set it aside for a quieter time.
This week, there was a pause in the confusion, and I installed Ultimate! Some four hours later, I started trying to bring up the multiple language part. No go. No MUI on the disk, no hints. FRUSTRATION!
Today, in a fit of nonsense, I tried again. Poke here, poke there . . . nothing doing. What the heck, let's check the updates. Huh, 15 optional programs sitting there. Wonder what they are. Italian, German . . . darn, there are the MUIs!
So I am now downloading the English MUI (252Mbyte, apparently being served off the slowest network connection they could find). Then I'll go through the control panel, clock/language, language, install interface and see if I can get dual languages.
What a long and frustrating path! With no real hints to help the user figure out where they have fallen off the path.
